I just talked to one of the supporters for this game. He said the following:
"Hello,

i don't think that such an old game was using the system with a "config.ini". Normally the old games are saving all setting directly in the Windows Registration. I was searching for that and i have found the path. I think the Steam Version should have the same path ( i was using an older CD version)

The seetings can you find here: " HKEY_CURRENT_USER\Software\Spellbound Software\Airline Tycoon Deluxe "."

wow mate well done , this is real a great game but sadly is old , would be nice if people fixed it up for modern os and modern hardware users .

Already made some changed in the DLL files that where causing the lag in the main hall and sometimes in rooms itself. The only problem is that i need to remove the starting screen / u know the i wanna upload an plane. After that the delay was already fixed. The main issue is the files itself i need to reprogram it to make it work with our sytem32 files and also the existing hardware that computers have nowadays.

I agree its a great game better that Airline Tycoon 2 !!!
