One Piece Pirate Warriors 3 PC Performance Test Video & PS4 vs PC GFX
I'll just copy paste my article here:

One Piece Pirate Warriors 3 sees its PC release tomorrow and to give eager fans a heads up we've put the game to the test using our PC set up which consists of an R9 290X GPU, i5 3570K CPU, 16 GB of RAM and Windows 10 64 Bit OS. There's a number of options to choose from in the settings to get the game running well on lower spec systems. We cranked every option up to maximum which includes the highest texture detail and numbers of characters on-screen. Take a look at our One Piece Pirate Warriors 3 PC performance video to get the full picture.

As you can see in the video, the game isn't using much of the system's CPU with fairly low readings across all four cores. The GPU is also not being pushed either which lends itself to a smooth gameplay experience. The game's frame rate stays consistent even during the most hectic of moments so in all the port is very favourable overall from what we've played so far.

CHARACTER MODEL COMPARISON

A comparison of the Luffy character model in the PS4 version and the PC version. The PC effects are across all characters in the game including enemies but it's perhaps personal preference which is better suited for the anime look.

Comparison video is up. I've also uploading the raw file to mediafire which offers the best quality. I'll post the link once its done.

My 2 cents, the PC has much better details on the characters and general textures (aside from the water) but at the expense of less colour and some assets in the background being removed.

Aye, well ill be using SweetFX the boost the color which I would recommend doing since you said the game isnt heavy on CPU/GPU.

It will probably be possible through similar methods with what they did with Dynasty Warriors.

If anybody knows somebody capable of doing so, please ask them to help out!

I'll take a look myself but I have no experience.
Graphics in DW8 were "fixed" with SweetFX. Colour adjustment on top of what's already there, basically. It will actually help OP3 look better, thanks to its stylized nature.
We should look into that. Might help the game look better.

SweetFX will do the trick for the color boost

What a ♥♥♥♥♥♥♥ joke! it looks like garbage compared to ps4 (you can't even see the buildings in the background in the first scene, the shirt looks like plastic, the cell shaded effect is way worse). Refund time for me then, I will not support devs who clearly don't give a ♥♥♥♥ about pc games

Also in the video at 1:58, luffy has celshading (ps4) then at 2:00 (PC) no celshading....ffs

Also the explosive barrels and wooden ram thing have no shading enable so they stand out in full light dispite being in shadow. jesus

Thanks for the comparison video. So the interview with the better shaders on the PS4 version is accurate that the PS4 version only got it.

My opinion is that the game looks perfectly playable which is good. Seems like a downgrade from the PS4 version but I'm sure if you guys experiment with some mods and ENB's it could be somewhat close to it.

See this video of PS3 version at 4:48. It resembles PC shading and missing buildings in background.
