I dont know what you are talking about with the "trick". With that said have you tryed:
Making a folder in your documents and naming it "BNE" then make another folder inside that called "One Piece Pirate Warriors 3" then making another folder indide that called "SAVEDATA"
(BNE > One Piece Pirate Warriors 3 > SAVEDATA). Next “Run the game as admin”.
To do this go to you local data game file where PW3 is (steamapps > common > OPPW3) then look for "oppw3.exe". Right click on "oppw3.exe" then choose "properties" then click on "compatibility" in the tabs. Then under setting, tick "Run this program as an administrator" then click apply and then ok. Next launch the game and when the game asks you to create a new save, select yes, then continue to the main menu and then exit the game.
The head over to your BNE folder you created before and see if theres any save data in there.
Should look like this:
(BNE > One Piece Pirate Warriors 3 > SAVEDATA > OP3WIN0000.dat)...
If so, it should now be saving your game.
The only other thing I can suggest
If your OS is not a native one (which is not English), the game might be having a hard time reading the language character symbols and that is why it's not saving. Try creating a new user profile/account with “English” as the native language, including an english symbol user name like "Dave" or something. (aka nothing in your user name like: Ă ă Ǖ ǖ Ꞁ ᶙ ⍦ ⍨ å ὰ ᾊ した....etc )
The BNE folder is automatically created by the game, however in your case it doesn't and thats why you can't save your game. If the folder isn't being automatically created, its because you might have some non English symbols in your computer account user name.
You can see if you system account user name is the problem by going to:
Local Disk (C:) > Users > then look for your computer user name folder (for example mine is "Jono") and if you see any character symbols that are not in the english language in that user name, that could be a problem.
Anyway see what happens once its reinstalled, if that doesnt work then try making a new windows user account like I mentioned above.
I've tried your solution but still doens't work for me. I did exactly what you said --> created a BNE folder, subfolder called pirate worriors 3 and then SAVEDATA. I also ran the game as an administrator.
My user name is also not a non-English name.
Could it be other issues you recon?
Is there any in-game settins I need to change?
Creation didn't help me either. It's just after "administrator launch" there's appeared a new user folder with strange symbols and my BNE folder was in there. I've copied it into my own user folder and that did the trick
