Thriller Bark Treasure event - Bugged?

I've been tearing my hair out over this one;
Use Brook to Unify the crew without leaving anyone in a pinch and battle Oars.
I've done everything right with a lvl 50 Brook on easy, one shotting Oars every time he appears. I've cleared out the entire lower portion of the map of enemies, but on the second appearance of Oars, the event never NEVER registers as complete.

It seems quite a few people have mentioned about this issue but i don't know how to solve it.

You need to find everyone in the forest before you fight Perona and continue into the actual grounds of Thriller Bark - that is, you have to find Zoro, Franky, Chopper, Robin, Luffy, and Sanji. When you find each one, you'll get a notification saying "Successfully reunited with ---!", except for in Luffy's case, since he's with you from the get-go. If you don't find all of them before you beat Perona for the first time, you won't trigger the Treasure Event.

I was having similar problems with getting this Event to activate, until I realized that I hadn't actually found Franky before beating Perona. You can find him to the left, past the area where you find Chopper; he's just standing there, and is rather easy to miss. Make sure you run around enough to find everyone before continuing on, and then the event should trigger once you beat Oars for the second time (just before Franky repairs the bridge).

I don't think you understand, I followed through with everything. I found all members of Luffy's crew, killed all enemies on the lower half of the map, everything. I found the treasure event ... event, but when I kill oars, the event doesn't complete.

To summarize:
I find every member of Luffy's crew.
I defeat all enemies on the lower half of the map.
When Oars appears, he appears with the treasure event listed.
When Oars appears for the second time, he still has the treasure event.
When I defeat oars for the second time, the treasure event doesn't play.

Besides, currently I'm unable to play the game. I don't know what happened, but the game crashes on launch. And yes, I'm running as admin, and tried compatibility for windows 8 - vista, verified cache and went to the measure of a full re-install.
I have no idea how to complete the treasure event at this point, and I can't even play the game to see if I accidentally missed one thing.
Real steaming pile of ♥♥♥♥, this mess is.

Found this explanation on a website, not sure if it might be of some help to you?

"The question mark on Oars appear can appear even if the Perona/Strawhat requirement was not completely met, meaning that even if it's there, it's impossible to activate during the 3rd encounter. If you don't see it during the encounter with Oars just before the bridge is built, you messed up the pre-Perona/Strawhat part. And should restart the mission to just after you defeated Doppleman."

It says you have to defeat every enemy in the graveyard before facing Perona, apart from those enemies inside her territory.
It also mentions to make sure that as many of the Strawhats as possible talk to you before you enter where Perona is. (It also says to make sure everyone is done fighting/moving unless they enter where Perona is)

According to every guide on the internet, I've done it properly.

Ok i just did it. it was a bit tricky since the description wasn't good
