Report a translation problem
Verifying the game cache / restarting the PC / setting the exe to "run as admin" all had no effect. The problem still remains.
I may try deleting and reinstalling if nothing else works.
EDIT: Okay, I found my own problem. Plays.tv (the screen recording program that comes with AMD video cards) was creating a conflict. I just exited it, booted up the game, and it opened like normal.

but steam send a email to me saying my purchase had a problem, and its saying to me buy it again, but I already played it and worked fine for 1 day, so I don't know why they send to me this if it's working now cause I exited Plays.tv..
