Although, I suppose it would be possible to do it yourself. If you get yourself an app which allows syncing folders to a cloud service, you could assign the game's save folder as a synced folder.
Normally I'd say that chances for another one like this are low because Koei likes to take their Warriors games into new series, like the new Berserk, but this is already the third Pirate Warriors after all. Maybe they'll make a new one once the official story gets enough new content.
I can't really see them making a One Piece open world game. If they did, it would be a complete surprise! I'd love to see them make new kinds of action games, though. Something along the lines of Dragon Ball Xenoverse could be awesome!
So does it work if you get a new computer and you download gamesave manager on the new pc? Is everything that you saved from the old computer in the program for use on the new computer?

you can just backup the content of your Documents folder however you want and put it in your new PC, for exemple with an USB key or Google Drive
just doing that you keep data for 90% of your games
