EDIT:
After some research over internet and still didn't work, I found my own solution that sounds stupid but it worked.
I just simply unplugged and replugged my mouse. Weird.
Adding to this, after some testing i´ve noticed that when I switch my monitor from 144hz to 60hz the stuttering becomes less severe. I´m no longer able to completely stop the game from running, but it is definately still noticable and wasn´t there on the Mac.
After even more testing i´ve noticed that moving the mouse doesn´t cause lag if you move the camera. So if I hold the right mouse button while the game is running the stuttering doesn´t happen. It´s the weirdest thing. I´ve also tried switching between on board graphics and my GTX with no change.
I checked some other websites with people who have similar issues in different games, they mention mouse polling rate, and background apps as being the culprits. I´ve tried it all now from closing programs to mouse settings, I give up.
