The fans are more interested in getting multiple branches of the story than graphic bling bling shiny.
We don't even get branching stories. Its all scripted from what I can tell.

I think one of the main reasons is that TTG had no competitors so far. And people buy their games anyway so why would you use too much money on the graphics or actual C&C?
Fortunately Life is Strange is making a big impact now (more than 1 million copies sold) and seems to handle the choices a lot better, so hopefully this will force TTG to improve their games in the future.
It's a VISUAL medium. Graphics are very important. Yes, good games can have mediocre graphics, but good graphics ALWAYS improve the experience and immersion, no matter the game.
