As for Bayonetta, it's unclear as to exactly what kind of exclusivity agreement Sega and Nintendo have regarding the IP. We do know that Bayonetta 2 is a Wii U exclusive (at least for now) and that game has been available for just about a year. Given how things worked out with the PC port of Lost World, a Bayonetta 2 port next year at this time would likely be the absolute earliest. That's only if the exclusivity agreement mirrors that of Lost World.
In regards to the other titles, I'm not aware of any exclusivity agreements with any of those franchises or their respective entries. Out of the lot, games in the Virtua Fighter series are probably the most likely to be ported given the resurgence of fighting games on the PC over the last few years. Seemingly every major fighting franchise has been represented on PC within that timeframe... with the exception of Virtua Fighter and Tekken. With Tekken 7 due out on PC at some point, that leaves VF as essentially the only series without a contemporary announced/released entry.
As a side note, I find it mind boggling how many people are clamoring for a release of Sonic '06 on the PC. Is the assumption that Sega will go back and fix the multitude of problems that game had? Unless they are somehow planning to do a re-release across *all* platforms, I highly doubt Sega would take the time/effort/energy/money to essentially call a "do over" of a game that has garnered such a notoriously bad reputation.

They figure that the PC modding community can fix the issues, to be honest.
Like they did with the Unleashed Project changing the levels in Sonic Generations to the Daytime stages of Sonic Unleashed.
Not being a programmer, I have no idea if it's possible for the the PC mod community / Steam Workshop people to fix Sonic '06, but I won't complain if they can.
I think you crystalize the situation when you question the potential of the mod community to fix that particular game. While step 1 may be getting Sega to release Sonic '06 on PC in the first place, the next step is what happens when folks can actually crack the game open. The amount of work required, along with the time necessary to complete it could be substantial.
Modding levels from one game into another is one thing. Fixing a multitude of errors/issues that range from control to graphics to level design to gameplay, et. al. is entirely another.
Admittedly, there are success stories with games like Star Wars: Knights of the Old Republic 2: The Sith Lords.
Like Sonic '06, it was also rushed in development and had a ton of glitches.
But, a team of users did managed to patch about 500 glitches in the game with the TSLRCM (The Sith Lords Restored Content Mod), as well as inserting content that was always meant to be in the final game but was cut due to time constraints.
(Including one team that managed to restore an entire 1/5 of the game that had been cut (planet M4-78))
But I suspect that was an exception rather than the rule.
2: The game is half crap, half yes, in my oppinion. Daytime stages are some of the most memorable and fun, but the Nighttime stages were clunky movement mixed with ye olden ♥♥♥♥♥♥ McCameraman. Probably won't be worth it without the old Konami Code to unlock all the levels (or at least skip the awful ones)
4: What in God's, Zeus's, Odin's, Akotosh's, Nayru's, Faeroe's, Din's, and Vanu's name is wrong with you, child? You and I are like the only two humans on this planet that actually sorta enjoyed Sonic 06, but the world doesn't need to go through it again.

^ These games already have PC ports, they just aren't on Steam for whatever reason.
Personally I would love to see:
-Jet Set Radio Future
-Shenmue 1 + 2
-Panzer Dragoon Orta
-Skies of Arcadia: Legends
Also, I didn't know Billy Hatcher was even on the PC until now (and I only learnt about ToTD: Overkill today).
Most of (if not all) the good levels from Sonic Unleashed have been modded into Sonic Generations, look into it. We really don't need a port of Unleashed.
Bayonetta 2 will never come to PC, but Bayonetta 1 is still within the realm of possibility. If you want to play Bayo 2, suck it up and buy it on Wii U.
