Breakdown - Start of level - home site occupied by enclave

Hello,
I just started Breakdown level 3 and wanted to go straight to Savini's house but there's an enclave in it... Is there a way to get rid of them so I can claim MY home base lol?

Each round of BD starts the same. There are 3 groups of survivors at 3 different Homesites. Your initial options are to join one of those three. As your enclave grows you can move to another once the zombies wipe it out or it is abandoned, At any time after you locate the RV you can take a trip to the next level and the RV is your base until you expand or grab the next RV.

I was under the impression that all the potential home sites would be free to grab at the beginning of a level (assuming you have enough materials and survivors). For example the warehouse was available (but I didn't have enough survivors). In the end I had to settle in Kirkman's Residence
