Report a translation problem
In Story mode you will need a new base to expand and add new construction. Each base has a different assortment of facilities attachments (room to grow) so that you can add a needed facility to help the enclave survive and grow. As your group grows, they quickly outgrow the Church and will begin deserting if you do not find a new one. The opportunity to move to a new base is unlocked by completing the Jacob Ritter mission arc.
Every base map has all the constructed buildings listed, and shows empty squares where new construction can be added.

If you want to create a better base building experience, I suggest using Nexus Mods and customize your game to enhance the enjoyment.

Each repair/upgrade improves the existing facility but costs you supplies like materials or gas.
Click on the facility icon on the map and it will tell you the cost of improving it.

So, I suspect that is why you can't find it... it is hidden until a workshop completes.
BTW I loved the QMJS mods and is good to see you are still involved in the game. I just wish UL would farm out the content allowing wannabe devs to create new content. This is still my fave game in the genre.
