So it's understandable why you're getting 60fps on lowest.
I had to comment on the "750 Ti is capable of much more", just because 700 is higher than 400, the performance ratings have to be considered. x50 is an entry level gaming card (40 and below are merely to make office application computers able to view videos on higher resolution), the Ti variant is better than the x50. x60 are mid ranged cards, x70 are what most consider for base gaming capable of playing graphics demanding games at higher settings, x80 is much higher performing, and then finally the TITAN, being nvidia's top of the line card.
And that's why the older high performance 470 still matches up to the newer 750ti.
If you can't even run the game, it's most likely you don't have dx11 graphics card. YOSE require a dx11 capable card as well as the windows dx11 software. Check here to make sure you can run it:

Even Ultra is possible on 750 Ti, and your information is very misleading.
I used to play this on a gtx 460 and I was able to play it at ultra 1080p too, but there are specific areas that are more high demanding where I would encounter 'lags' and 'stutters' where fps drops to 20.. 10 below.. for a few seconds to almost a minute, not counting the 'hot-load' zones. I just refused to lower my settings =P. On my current GTX 960, they're much smoother.
Use the minimum/recommended notes on the store page as a guide or what not... or not, but that's why they are there for a reason.
