XBOX1 is its own version and PS4 is its own version.
Only the PC/Mobile platform is cross platform.
One is sharing the same account on all platforms and I can see the issues here because each platform has its own store (though Xbox and PC could work on the same store if the game was on Microsoft Store instead of Steam) with its own pricing and financial regulations.
Another aspect is playing with people on different platforms and this just depends on agreements between companies, as different games are now allowing cross-play (think about Rocket League on Switch, and soon Minecraft, which is already cross-play enabled on PC/mobile/Xbox)
