But it's strange that dev gived old used key for sale.
Any time you obtain a key from a third party site, there is some chance of a key being given to the site that was actually used. Third party sites (and the people who sell through them) have no way of checking whether a key was used.
Giving keys to other people via third parties is not considered to be a legitimate use of the key, so Steam and other retailers do not provide any sort of "checking" mechanism.
The accepted way if giving unused keys to other people is via the first party. For example: If you received a game via a bundle in Humble Bundle, you are expected to use Humble Bundle's own website to give the key to other people.
You haven't read carefully - I didn't buy the game on Barter.vg but on IndieGala (it's a store like Humble Bundle or Green Man Gaming etc).
Barter.vg is a site where you can trade with others. It's also a good info about all Steam games.
