Honestly my hopes are some what low. The main guys that did the big US style mods already said they've gotten to busy to do that large amount of work again...

I hope someone else steps up.

And what should he do after he is done?
Wouldn't it be problematic, because he would basically get money for modding, which is in a legal grey zone at least...

why is it illegal or grey zone? I dont see whats wrong with people giving him money to help him support him self while he makes a mod he wont profit from. It would just be paying him to make the mod thats it, hes not selling it after.

I wouldnt want him to quit his job or change his life around either, was just thinking of ways to help him take a break from life to get the mod out... lol

Thats exactly the thing. He gets money for it. The problem isn't him making the mod. the problem is the licensing stuff you have to do in order to be allowed to make money off another product.
IIRC there was an "incident" concerning a german EM3 or EM4 mod which the modders wanted to sell, 16T didn't like that, so they banned people from profiting off mods. But I'm not 100% sure what exactly happened.

If there's no in-game effect to this "sale", it's pretty easy to make it a "donation", I'd assume.

Yes and no.
Back then the "Winterberg Mod" was a big exception. The modder asked 16T if he could collect money for charity with his mod. He made the mod available for everyone without charging anyone, but he also opened a bank account for charity. Everyone who wanted could donate to that account and at the end of the year/when a certain sum was reached he would give the money to a children cancer hospital in his hometown.
That was the only exeption from the rule I've ever heard of.
But since Deep Silver has become the Publisher now, I think it will be a lot harder to pull off something like this (Take2 [yes, the guys who published(not developed) some of the GTA games] was the publisher for EM3/EM4)

Well, they published all recent GTA games and own the development studios that worked on the GTA games, etc etc.
They also later bought the publisher of the first GTA, so essentially they published all GTAs.
