I don't know how to use RivaTuner, it's my first time ever using it.
If you go to the guide here and search for "black screen":

You'll see some advice about changing the Properties of the Lithtech.exe game executable. Ignore the part about "Disable desktop composition" and instead remove the checkmark in the box beside "Run this program in compatibility mode" then click OK. Do the same thing for TRON.exe.
After that's done, download RivaTuner. (If you've already downloaded RivaTuner: I'll still mention where to get it, and how to use it for the first time, for anyone else reading this.)
I personally use MSI Afterburner[www.msi.com], which also includes RivaTuner, but you can get RivaTuner on its own from here: https://www.guru3d.com/files-details/rtss-rivatuner-statistics-server-download.html
Scroll down to the bottom of the page and click the last download link. At the time I'm writing this, the latest version of RivaTuner is 7.3.3.
RivaTuner comes in a .zip file, so you'll need to extract it from the .zip first. Then run the RivaTuner installer.
After it's installed, there should be a new folder in your Start Menu named "RivaTuner Statistics Server" and in there is the shortcut to run the program.
When it runs, a new icon (that looks like a monitor) will appear on the taskbar, in the tray at the bottom right of your screen. Right-click that icon and select Show.
There will be a control named "Framerate limit" where you can set the framerate cap. I would actually set it to 90 or lower for TRON 2.0. (In theory it could be set to 99, but in practice it's too close to 100, and sometimes the framerate may briefly creep above what's set in RivaTuner and trigger the stutter/lag.)
After all that, you should be able to play the game and RivaTuner will detect that it's running. By default, RivaTuner should show the framerate in the top left corner. You can turn this off if you want, later. But at first it will help you to know if RivaTuner has detected the game and put the framerate limit in place.
Once all that's done, stutter/lag during enemy encounters should be gone. The stutter/lag only happens if the framerate reaches 100 FPS or higher.
Thanks for confirming that it's the frame rate causing the problem, but rather then mess with all of that stuff I just limited my monitors refresh rate in display settings and that seemed to work just fine.
I think that also solved some issues I was having with the ingame music.
Luckily, on newer versions of Windows (10 and 11), the option to change your display's refresh rate is more discoverable and not quite so deeply buried, like it used to be. (Though one could also change this in the Nvidia/AMD/Intel GPU software.)
Also, as I mentioned in the other discussion topic: If someone's display actually has a refresh rate of less than 100Hz, then just having Synchronization (VSync) turned on in the game options should be enough and work as a framerate limiter.
Indeed, when the game starts to stutter you'll also notice that the same short passage of music will keep looping over and over. With the framerate limit in place, in addition to the stutter being gone, the music should play normally.
