When you say "4GB Patch" are you referring to the "/3GB switch"?

If that's what you meant: Honestly, I've never heard of anyone needing to do this before. Even though the mod will increase the amount of memory the game uses, perhaps to double what it was originally, the requirements will still be very low by today's standards.
These were the original system requirements for the game:
Windows 98/Me/2000/XP
Intel Pentium 4 or AMD Athlon 500MHz
256MB RAM
Direct3D compatible 32MB video card with Hardware T&L, 32-bit color, DirectX 9 compatible driver (e.g. NVIDIA GeForce 2 class)
2.4GB free Hard Drive space

Which is essentially the same thing I was talking about (it's related to the "/3GB switch").
What graphics card/chip are you using? Is it integrated graphics? I could perhaps see having an issue setting High Detail if the frame buffer memory size for the iGPU is set too low in the UEFI/BIOS. But . . . this issue should crop up in other games then, too. So, I dunno. /shrugs
Is the game perhaps mistakenly using integrated graphics, even if you have a dedicated graphics card?
Make sure the game is running at the resolution and aspect ratio you selected during installation of the mod. When you run the game's launcher, click the Display button and check the resolution the game is set to.
It took me a while to realize what you meant by this. LOL.
There should be a readme text file in your Tron 2.0 folder named "Tron Update 2 and Dedicated Server Readme.txt". The commands will be listed in there.
for Second: I have picked 16:9, but apparently only 1366x768 works correctly, and it's apparently the only 16:9 choice in the (very small) resolution list it shows me. Downsides of having to deal with budget monitor, I suppose.
And Third... Now I feel like a moron, heheh. And now I realize Tron 2.0 doesn't use CCMD, but rather the chat dialog to input cheats.
Otherwise, so far things working good. Gotta pick a time when I'm not watching anything to play it though, single monitor life is rough life.
A lot of that stuff is obsolete, but the cheat code list is still valuable. The rest (full Light Cycle unlocks, getting full Gold subroutines) plus permanent God mode, and a full permissions cheat, are part of the Killer App Mod now. (Be sure to check out the Mod Manager application for a couple of those.)
One other thing . . . did you adjust your Windows page file settings, by any chance? I wonder if perhaps the game misbehaves if the page file size is set too low, or set to off. I need to test that.
