Haven't seen it on GOG, but an online community picked it up after the copyright lapsed and has been distributing it for free. I'd provide a link but 1) linking to a product in a competitor's forum is a douche move; and 2) I cannot verify the legality of the free distribution of abandonware.

Sorry about the ninjaing part. Some annotations though:
1) If a game from 1989/1990 would be competition for a game from 2014, it wouldn't deserve better.
2) You don't have to verify it, that's the job of the people who host the website.
I remember soendng DAYS trying to come up with combinations to lower my track times and finding parts on the auction I could use. Making thousands of laps to earn money to buy better stuff. What an amazing game. I have my thumbnails stored somewhere of the cars I built. maybe it's time to find them again.
I hate the car building in games today. Its like level one engine, level two engine. Back in MCO you built an engine consisting of 15 different parts. And there were dozens of options for each component. Camshafts and carburetors, electrical and exhaust manifolds, crankshafts and cylinder heads. 2 parts in the exhaust system. 3 in the drive train, tires and rims, breaks, 8 components in the suspension, Loved it.
It wasn't just about racing it was about building. Building that one car your friends couldn't beat no matter what they threw at it. For me it was my 70 AAR Cuda on Midtown. D class Muscle. The group I raced with had a standing offer that if they beat me in it, it was theres. Took them a month and the only reason I lost it is I took a challange from a friend driving an A class.
I still see people racing in games today who throw MCO into thier name or tag line as an homage to the game.
In the last few months I played it there were some serious security issues. People found ways to chat. Two issues I remember was (1) a command could be sent to make a car stop in it's tracks and (2) sometimes a car would not move the entire race, staying at the starting point, and yet would be declaired the winner.
