Combine that with the anonymity that comes along with "Internet", people will say/type the first thing that pops into their brain.
Unfortunately there's no way to mute chat in this game as of yet, but seeing as we are nearing the final stretch, it's very possible in the near future that the features you ask for will be added.
Trust me, it's not good enough. It's just like the FCC in the US. They might bleep out the curse words on a TV show, but we all know what they said.
These TV shows get a higher TV rating primarily due to the presence of the bleeps.
When people circumvent these filters, the problem is exasperated.
In my personal opinion, kids should be kept away from games that have online chat functionally until they are roughly 13 years old. Some games are exceptions, obviously, but for "general public" games, chat should be an optional feature.
Lobby chat can be turned off now.
