Use 45 degree angle for flames. As long as your target is roughly the same height from the bottom of the screen as you whenever your flames land they will land all in one spot.
Use Napalm first. It can deal a lot of damage and try to hit both AI with one shot if they stay close. If not, use napalm as a tracer to guide your shot so you don't miss with Flames.
With Flames hitting 100% you are still only looking at about 32 damage so be lucky. Be lucky that the AI don't hit you, or miss you a lot with their meteor weapon.
Try and stay on the far side of a hill while still being able to use 45 degree angle. This will help lessen the blow from the AI.
It is one of those missions that may as well be a rage game. Like Fiesta Forever and Mt. Olympus
