Of course I understand the frustration towards Items. But all the time? Which is why I said either remove them completely, or remove the option. Otherwise Items are just like a banned weapon.

Here... Before you keep questioning how many items I have. My words are simple: either remove Items, or remove the option to DISABLE them. Because I want to get rid of my items. Jesus.
As for letting people play the game the way they want to, well, if you want to use items, which you might not be able to, because people of a similar level simply won't join your game... well that would get frustrating right? It begins to feel too obsolete and perhaps unrightly so in someone's perception. You're therefor, indirectly being restricted in your playstyle. Which gets damn frustrating I can tell you that.
It's an interesting thing to think about. And maybe, to you it isn't such a big deal, but it clearly is enough of an issue to warrant a post in OP's eyes. And personally, it's a legitimate enough criticism of one of the game's systems, even including some realistic solutions to the perceived problem.
That said. Don't give a hoot if items are turned off in a match. It's an option setting. Your "What if bows are turned off but I have ranged stuff?" is moot. Look at most (older, when you didn't pay for the privilege of options) games and you'll see this exact option. Timesplitters had game modes excluding particular weapons or limiting to types, Unreal Tournament has always had insta-frag modes (completely wiping out 'better weapons'), Tribes had disc-only modes. I distinctly remember a game (dunno which) that gave options specifically removing bow weapons.
This isn't a new concept in the slightest. It's called a handicap, or varying play styles. If everyone uses bows the game gets boring, having the odd game cutting out bows and forcing people to use guns, grenades and wooden sticks makes it interesting.
Personally, I think the two key flaws here are A) 'ranking up' items does zip. If having a level 5 tracer gave you three sets of settings for ideal/interesting/tricky shots and level 5 shields protected a huge area then people would use them way more for those added perks. B) This game is played by a lot of people looking for easy wins so most games are no-wind/no-items. I don't mind those settings but it's basically easy/boring mode. It'd be more fun if Items at least were randomly applied, you had no say in the matter.
