Report a translation problem
In a multiplayer match, odds are they either picked up the weapon, used a weapon xp farm to upgrade their weapons at a faster rate or simply just used the weapon enough to upgrade it.
Offline bots on the other hand seem to just have everything unlocked based on their level, it is why you can see a level 1 tank use something like smart snipe or excavation. The only weapons the AI will never use are hit scan weapons such as glock and laser since they most likely don't have the ability to make proper use of these weapons.
As far as I'm aware, the only way to get weapons that you don't have unlocked is to pick up crates. Also is there by any chance that a level 85 died and the level 13 picked up his weapons?
/\ This. You can get weps higher lvl than you from a crate.
Ah, sorry. I didn't read properly. They shouldn't have it, unless it's a purchased weapon, like Ninja Star. Sounds like a hack to me.
Best to have a screen shot or something before reporting it though.
