I for instance can tell where my shot will land from the very start and is accurate 90% of the times. So you just can't blame people like that without knowing the facts.
Regarding what the OP asked, yes the game is playable and I personally haven't come across anyone using rulers or any sort of unfair methods to win. Also, you should note that they might be using a tracer, which an in-built game feature which tells people exactly where their shots will land. People collect them throughout the matches from crates and then might use all of them at once which might look like ruler or cheating but really isn't.
