Where do I find Pirate Captains?

So I'm finally making progress and I cleared a region of pirates and got a message saying something like, a sense of dread hangs in the air or something similar. Soon after some special looking ship spawned and I killed it (he shot first I swear). I thought this was a pirate captain but I didnt get the achievement for killing it so I assume that is not it.

What is a Pirate Captain and where do I find them?

You can get quests from towns to kill Pirate Captains. They might need to be a certain size, but I'm not sure on that.

I've had a pirate lord spawn in when I tried the duel option on a friend, although he never joined.
I've also had a pirate lord spawn in a lesser vessel some time after securing the region.
I'm thinking there's at least some random chance to them appearing.

For future reference, where can I find information on game mechanics? The wiki has very little info and Google is mostly useless as there hardly any info at all available on the game.

Yes, the towns have to be big enough to get the Defeat Pirate Captain quests.

The pirate that comes with the announcement "a sense of dread hangs in the air'. Is not a normal Pirate Captain. This one is out to get you and will make a B-line for you, ignoring everything else.

Thanks guys, I got the first pirate captain quest today. No idea if he dropped good loot or not as he died on a region boundary and the loot disappeared right away. Oh well I guess.

So just to make this clear, if you level a town up to level 10, they will have a much bigger chance of spawning 'defeat a pirate captain' quests. It also depends on the challenge rating of the region.

Also once you reach a certain level the only enemies in contested regions will be captains and lords.

In Heoric instances almost all pirate are on captain rank ;)

well you get the quest to defeat a pirate captain at a town of 8
and you can just sit at the town and wait for that captain to come to you
