Where can I find a galleon?
I have conquered most of the map and upgrade several towns to lvl 10, but now I need a galleon to complete the strange diagram quest. I know I saw it available in several cities before the recent upgrade but now I can't find one.

Any help would be appreciated.

You now need to defeat 1-10 in battle to get the plans to build one.

Galleons start showing up in regions starting at level 21.

is it only Exchange Faction or all of them?, and Exchange have discount?

No, all factions have them. And yes, l think that still holds true.You will need one if you intend doing the Strange Diagram.
