I'm basing miself off of a table posted before in https://steamcommunity.com/app/326410/discussions/0/357288572124321747/
If at all possible, i like to unlock the ships the proper way, by myself in SP. Thanks for the advice though.
Tier means you'll spot Royal Brigantines in those maps which require to have min. TP 15 and max. TP 27 to enter and gamble. You won't find the "RB" in maps below 15 and higher than 27.
And I could be wrong :)

Thanks! That is very useful to know. I was wondering why i eventually ran into those ships on a TP 16 map when i decided to try and update my equipment.
Anyway, i am currently only missing the Corvette and Royal Corvette from the ships up to SotL, having run a few combat instances.
Captains simply appear to use higher tier ships than regular pirates, but there appear to be no ships that regulars can't use so far. The defeat captain quest appears to be pure RNGesus, and can appear from size 5 towns onward.
