Replace the # with the value you want to use, and it works with 1, so a single player can trigger it. It is another question if you can defeate it since its strenght isn't scale to one player thus will be extremely overpower.
The nether dragon however Tasharen server only boss, it is impossible for any player to spawn it anywhere outside of that server.

Its stats and scaling are at boss level. It may have lower damage than a king but the dragon's offense focuses on a single shot which also have critical properties. So that 8000 damage is worth around of a king with 25-27K damage. It was definitelly meant for a group, however it is possible to finish alone.
If you're skilled enough and knows the NPCs' behavior as well the AI's situation mishandlings you can beat the dragon. Circling around with the right speed and positioning as well leading him to the right place may help.
Also with high enough resistance you can have enough hull to effectively tank it alone, and with the help of the NPCs water barrel you can stand it for a while. In the other hand you still have to know the behavior since the dragon behave differently against the different targets which may end up causing uncounterable problems for you.
Just keep trying and experiencing the gameplay. :)
I tried just now - when the dragon's HP goes down to <40%, it escapes from me no matter how hard i chase it. The dragon did endless Aerobatics like U-turns and S-turns across the map, then the second it left my sight, it heals itself back to ~60% HP -
The hard part is the running for a town at 33% HP. Unlike in multiplayer, in singleplayer no one can cap the town before the dragon reach it. Have to deal with the dragon near that town.
