Second repair game files.
Third clear STEAM cache, logout, restart and logback again.
I launched it and it loaded up but no dlc ....
I then resolved this by going online into the steam app, into the steam library and finding the game. I verified installed file integrity, all good. I then selected the option for this game and selected create desktop icon.
I then opened this icon and this time the steam total war launcher ran and this was different as it hadn't done that with the previous desktop shortcut I had created myself. Then all mydlc were there.
It's something to do with the steamlauncher for total war.
On a separate note, I'm not sure how any of this would work if someone wasn't connected to the internet as I think it's doing some sort of check on what you own via steam and therefore I'm a bit concerned if my internet was gone that I'd not be able to use my dlc.... Hopefully never have to find out that one.
Exit Steam.
Navigate to C:/Program Files/Steam (This may differ if you've changed Steam's installation path).
Find Steam.exe
Right-click on the files and select Run as administrator
It works now.
