It definitely happens, but only to small factions next to big empires.
Noticed that too, in my own faction. Whilst celtic paganism or christianity (don't recall clearly) an arian christianity are decreasing badly, latin christianity has that green 2-arrows symbol. I had to proclaim a religious edict to prevent their further spread.
Have any idea on what could be the developer's rationale on this? The germanic tribes of that time were barely touched by latin christians (catholics I guess), the were instead converted to arian christianity over time and a few turned catholic a bunch of centuries later.
