in one season a slow army can travel across 3 state's it seems trade people using horse and carts cant even travel across one state in that time.
For any land trading, the recipient's territories must all be connected from port to capital. If there is another territory, allied or not, obstructing this, the route is disconnect and cannot be established.
So when I tried the trade in my previous post earlier, it wouldn't work as the port it was attempting to use was owned by the Saxons (despite me having a port further round the isle).
Either way, if it's possible, give that faction one of your connected settlements, that has a port. you shouldn't have an issue with trading with him then.
