Culture victory as WRE?
Since researching some of the religious tech I no longer have the option to build the Imperial Library. Since building an Imperial Library is necessary for a cultural victory, is a culture victory just no longer possible? Seems broken to me.

you should have checked before researching it then, it does indeed remove the possibility

Are you sure its the Imperial library? If I remember right it wanted the level 2 library, that the tech doesn't remove.
I thought it was scriptorium... Are you sure it's not scriptorium? But to answer you question - yeah you may be very well S.O.O.L. unless you have a pretech save.
Divine triumph is even worse than this. There are many ways to screw it up.

It's the imperial library. And the Circus actually which also gets disabled. So basically if I don't go pagan I can't win the game as Rome. Ridiculous CA.

You can hold off researching the religious tech until the buildings are built.

This isn't any help to you now of course, but just in case there are others who are going for the same.

I guess your main option now is to use a mod.

Yes you can. You needed to read through what the research does ahead of time and plan accodingly. This is common sense.

I think the issue is that we have come to see the technology as a steady march towards victory, always onwards and upwards.

Whilst unexpected and potentially frustrating, I do enjoy the fact the advancement along the technology line comes with unexpected consequences.

I didn't plan ahead, mostly because I loathe the encyclopedia in ROMEII/Attila.

It fits, since the period saw gradual loss of old Roman technology. Tech tree somewhat emulates that.
But you don't need to go into encyclopedia - all the necessary info is avaliable straight from the tech tab when you hover each one.

Very true, in my case my lack of planning wasn't technology issues per se, but unit upgrades.

I didn't prepare my economy for the leap and once i'd made the jump I'd realized i couldn't go back and recruit the cheaper troops.

I just loaded up my WRE campaign again and my cultural victory wants the auditorium and scriptorium, which are the level two buildings and are not removed by the tech. Even the divine triumph only wants those two as well, and I dont see any other buildings that it wants that you can't build by going through the tech tree.
