I'm not sure about 1.80 Ghz CPU and how it performs but many people report that the game runs on their internal HD graphics by default instead of their dedicated GPU.

You can check this and change this in the nvidia control panel.

1. Right Click on Desktop , select nvidia control panel
2. Select manage 3D settings
3. Select Program settings tab
4. Under the dropdown list (1) for programs select the program you want to assign to a specific GPU - In this case Total War Attilla.exe
5. Under the dropdown list (2) for GPU, choose High performance nvidia processor/name of your nvidia card

6. Restart steam

Do you have catalyst control center?

If I right click on my desktop I get the choice to click on the AMD VISION Control Center but if I do it doesn't do anything and I get a message saying I can't open it because there is nothing in it.

You probably already did this but depth of field is an FPS killer, followed by ssao and distortion effects, plus make sure unlimted video memory is checked.
