Thats because you're not using Radious's dog mod.
Dogs should always attack the first enemy they come into contact with upon release.
Then again I also remember several battles where I had a defensive testudo Legito suddenly move from their tight square to standing in a long straight line for some god forsake reason when defending a gap. AI does some wack things during a siege, not to mention the entire 'catching on corners' that units do in cities.
Cavalry, and at least in Rome II, infantry with a heavy defense rating. Some heavy spearmen should stop dogs in their tracks. Luckily for the dogs, there aren't many units with high enough defense values in Attila to fend them off.
