PROTECTORES DOMESTICI less expensive than LEGIO?

Protectores cost less money than legio.. They have better stats in almost everthing but don't have a Pilum.
Can someone explain me why a better unit costs less money?

Don't the Legio units have 4 or 5 pila (or plumbata)? Those are quite deadly, from what I noticed and very handy to get rid of Cavalry. [note: no access to game at the moment, so can't double check and compare stats]

because of the pilum? they are meele troops, making them more expensive only for the pilum doens't make much sense to me...
