What Happens To A Abandoned Settlement?
What happens to it? How does it become reinhabited?

"When you abandon, a small amount will be added to your treasury as the population save their valuables from the destruction. Any faction that resettles or colonises what you have left behind will find a ruined settlement in a region with reduced fertility - a situation which only recovers over time."

How does one colonise it as a non horde faction?

You use an army to go and colonize it, your army will still stand but will take around 1k+ men off(As these guys settle in the new settlement) afterwards you will have to let your army replenish its troops.

Just resettled a desolate settlement with the Geats...1,400 men left the army and the cost was 8,144 gold.

if you do that you get Public order decrease in your empire 5-10 per settlement for 1 turn and -20 for instability.
the city will be laid to waste so its going to become a ruin which has to be rebuild at a HIGH cost.
the cost can be reduced by letting more soldiers settle in there. price ranges from about 20k-8,5k with a full stack.
