How to recruit spies as vikings?

So I'm playing as the Geats and am 15 or so turns in, the question is what buildings do I need to construct to recruit spies and other agents? I can't find the information in the game so any help is hugely appreciated.

For spies

Town Center I --> Market Stalls II --> Trade Depot III (or any other tier III building in that chain.

Champions

Town Center I --> Meeting Hall II --> Chieftain's Hold III

Priest

Hunters' Shrine I --> Warriors' Shrine II

I could be wrong but it seems you can only build it in your provincial capitals.

Hold your mouse over a building in your town or city and right click to open the building browser.
That way you can look through all possible building chains to find out what buildings you need. All buildings are sorted in different categories.

You can get Priests and Champians buildings in towns as Barbarians
