Liberating cities

Is there a list of states that you can liberate? Playing a game of visigoths and as a tactic I've either razed or liberated every province around me. Only Dacia and Macedonia could be liberated and now I'm in Asia Minor and no liberations.

I've liberated 4 factions in asia minor as the Alans. Im not really sure how it works as Judea spawned in Cappadocia even though I would have expected it to spawn in Palestina.
