So um... Are you playing an expansion of any sort?
but i solved it already myself, the problem was the stance my troops had taken, you need "no stance" to be able to colonize a desolated settlement.
Which faction are you playing as: Only certain factions can actually settle.
Secondly, how much money is currently in your treasury? To re-colonize a razed settlement it costs nearly 10K; however, from personal experience it's usually around 6-8K.
Are you playing with any mods, and if so, which ones?
Edit: And the answer was stance, well then...
This game is quite a shock so far and i'm not sure yet if i like it or not, but i definitely give it a chance, i think i just need to get used to it, so i don't want to be xenophobic :)
btw no mods & playing lakhmids
But to be clear, the Lahkmids as a faction, and their campaign is an outlier - the exception, in Attila TW, and not the norm.
If you're looking for distinct, but an interesting campaign I would suggest the Aksumites, or Himyarites, also from the Desert DLC factions. The Tanukhids are really fun during their battles, and battles can be enjoyable - or terribly frustrating, if errors are made.
i think i gotta look for a tutorial on youtube first :D
