It's always done that on it's own. To hear the DOOM!ers tell it, the earth's climate has been static throughout human civilization's time but that's nonsense.
Of course, the climate change in this period was the beginning of the "Little Ice Age" that came before the Medieval Warm Period.
So the agricultural buildings won't be as effective shortly after the game starts, when the change event hits. But expanding south to, literally, greener pastures means you'll hit all the Horde traffic heading south & west. Bit of a trade-off.
Nobody who is actually coming to the table with any sort of intellectual integrity espouses the belief that the Earth's climate has been static. That's an unfair and lazy dismissal of the consensus of 99% of the world's climate scientists that this most recent and more dramatic change over the last century is inextricably linked to human activity and does threaten the survival of many species, including our own if we keep (figuratively) excreting waste where we eat.
Your perception of those with which you disagree is cloudy and the way you express your disdain for them speaks volumes regarding the content of your character.
Further more during the end of Cretaceous 95% of everything in the water died and 70% on land so please SHUT THE ♥♥♥♥ UP ABOUT IT!!!! Only thing that is a real problem is the poisoning of the drinkable water.

Keep in mind that this is not save game compatible.
Also, if I remember correctly, I believe the Burgundians have a trait that allows them to better deal with climate change.
