Anyway, i hope this will be changed, it is pointless to play as a non-roman
As for the 'Britain' faction, since they are of Roman culture, I may subjugate them and let them control the bottom province of Britain as all of those buildings are Roman and will cost an awful lot of time and money to convert.
I quite enjoy it the way it is, because lets be honest, it would take a lot of work to completely convert a town, plus, it adds more thought on whether you actually want the town or just sack it and move on.
I totally get that it should take a long time and money but dear God it takes a lot of money to do just a teir 1 conversion let alone a level 3
