nah the TW games with Generals giving speeches before battles and being able to view your settlements was peak. Attila was minus a lot of the best features in TW games. I still love it but calling it the best is sheer tomfoolery.

Attila has general speeches
Attila is the best Nu-Total War, to be sure. Shogun 2, however, is where the series legitimately peaked. To quote the funny purple historian: "It's all down hill from here."

Shogun 2 is the best vanilla experience. Balanced, accessible, polished.

Warhammer is the best if you like seeing Egyptian statues battle dwarves with flamethrowers.

But Attila is the best strategy game.
It has the most anti player campaign AI ever designed in any total war game. it's immersion breaking when you play as the Huns, camp in modern day Belarus and suddenly, out of nowhere you get attack by... Alemani or Burgundians who are hundreds kilometers from their home province, are at war with a few other factions but decided to chase you through the entire Europe. Not to mention the atrocious performance and fps drops. But, overall it's a good game.

It's not the best total war, that would be shogun 2, but it is the last decent total war game made, It's better than new slop but I wouldn't play it if it wasn't the only game in the late Roman empire (I'm not giving ca money for Rome remastered)

It's theming and atmosphere is the best, that's why I still like it despite all it's falts

This game, Shogun 2 and the 1100 AD mod are among my favorite. It's all a matter of opinion. I would expect a professor of Napoleonic warfare to think Napooleon TW to be the best TW game. These games are big sandboxes with various bugs for various setups. I can't play vanilla Empire, for example - crashed constantly. Others rarely have issues. But Attila, for me, runs as well as Shogun 2 on my potato, which is not the usual. Anyhow, fascinating period! I would recommend reading up on it if you have time.

It is definitely in my top 3: Very good diversity across factions & units & buildings etc, the dynamics of climate change ingame, graphics are good, the soundtrack is really good for battle music etc.
