Cannot choose raid option in the Last Roman Campaign as Roman Expedition!

The Roman Emperor requested me to raid Reate in order to save the Ostrogothic queen. But when I took the town, there are only two options: reclaim and declare independence. I chose reclaim and the mission status is not finished. Guess I have to declare independence in order to complete the task?
Is there any other way? I would not like to declare independent.

BTW, Can I turn back to the expedition status once I declared independent like the barbarian immigration do?

you have to be in rading "stance"

"Raid" is an army stance, not an option after winning control over a settlement.

That's right, you are not meant to take the settlement, just raid the province. It does say that in the mission briefing.

No, once you settle, that is it for the expedition.

I need to bring the army close enough to the town/city (but outside of the red zone of that town/city), then switch my army stance to raid. the mission will be completed immediately
