Sorry. You can get ladders when you besiege a settlement that has walls, alongside with battering rams and siege towers, just click on them in the besieging screen to begin consruction.
Catapaults are actual units that you can recruit from the appropriate building chain, which you can look up by right clicking a building slot.
When you go to attack a city do not choose to attack instead choose the besiege option and then it will give you an option to build ladders, rams and siege towers. This will then take a turn or more to complete depending on how many ladders, rams or towers you are building.
I usually just build ladders as it takes less time, really depends on if the enemy has a large army nearby that could come help them if I sit around building rams and towers for multiple turns.
Rams and tower take longer to build but do add their own fun to the game.
