champion ('hero') cannot use military training? glitch or installation issue?

I have been trying to figure out why my champion who I have unlocked military training for cannot use it ? I have put both points into the "training" skill but when I get it to merge with a parent army the only option that comes up is 'support army'.
Is this a glitch/installation issue relating to me downloading steam mods for it in the past? (i dont think any are on atm though) Can I fix this? Am I doing something wrong? Or do I have to bite the bullet and redownload the game?
Please help! :D I really want some of those sweet gold-experienced troops XD

Might help:
playing as the Suebi.
have unlocked about 2/3 of the tech tree for military and civil

Training the army is a part of supporting it...

It's a passive skill for your Hero when accompanying a General :)

Any Champion placed as "support" with a general/army will by default train troops. The traning is faster IF the Champion has the various training upgrades/perks.

You can only have one agent per army/garrison.
Some factions have to unlock troop training before champions can do it. Level them first by appropriate buildings (to recruit them pre-leveled) or passive spying.
