I suspect this will fix it.
If that does not work then try this.
Try going here: C:\Program Files (x86)\Steam\SteamApps\common\Total War Attila\redist
C: drive is assuming you have installed steam to it default location. If you installed it to any other drive change drive letter accordingly.
Ok in that redist folder try running
vcredist_x86-90
vcredist_x86-100-sp1
Windows6.0-KB971512-x64
Windows6.0-KB971512-x86
if you have them.
Also open up the directx folder and run the DXSETUP that is in that folder. Then see if the game works.
Tried all of the above, altho Windows6.0-KB971512-x64 and Windows6.0-KB971512-x86 wouldn't run, and it's still giving me the runtime error.

This game seems to have problems with big AI naval battles and those can crash the game sometimes. My best advice is to try and go back about 10 turns and try and alter the course of events, eother start a war or make peace or get others to go to war or peace and try to stop what I suspect is a huge naval battle from happening.
Also good overall advice for total war games is to make a hard save every 10 turns or so. Do not rely on the auto or quick saves as those can get you into trouble as they always overwrite themselves and leaves you with no good permanent hard save to fall back on if you get into trouble or constant crashing.
You tried verifying the game?
Another question is are you using any mods? Mods that alter the game play or units in a big way can sometimes cause problems but usually are pretty safe and not the cause.
If you verified and it found nothing and you are not using any mods or only using mods that do not alter the game play in any big way then my best advice since you are only 12 turns in is to start a new game.
More then likely a big naval battle causing it though, the naval battles have always been more trouble then they were worth/fun. Only game they worked halfway decent in was the first one they put the naval battles in think that was Empire and then it only worked decently after numerous patches.
Oh one thing I just thought of that may help get past the crash since I suspect it is a big naval battle with lots of units. You can try to turn down unit size in the game options. See if you can get past where it crashes by doing that, you can always turn it back up if that does or does not work.
There were lots of other people with this problem, wish I would of thought of the idea way back when, if it works that is.. ;)
Only thing I know is most crashing occurs because of AI naval battles that occur during the AI turns.
I will say this I've never had it occur for me yet and I've got about 100 hours in on Attila and 200 on Rome 2.
Hmm must be a bug in the new patch then, I've not played in a while so have not heard of any of the problems with the new patch.
Have you tired playing as a different faction as well and it still occurs?
I have encountered a Runtime error while playing the Age of Charlemagne DLC with the kingdom of the Danes.
It happens after 160 turns during the turn of the "Roman Separatists".

Not knowing what to do and being annoyed with my campaign hanging on a thin wire, I tried everything from starting from older save games, decreasing unit size, cleared the cache and checked the cache if it was not corrupted.
Nothing worked at all!
So, last hope was going back in time enough to find these "Roman Seperatists" and exterminate them so the problem would not occur.
So I began with searching for them and what I found, I had never seen before nor expected.
I found them on the small island with the city "Palma", East of Valencia. This city was in the hands of "Theme of Sicily" and they, lets say, did not have the best Public Order over there.

This island was filled with raiding, rebel generals. It just looked like an virus on an island, ruining my campaign.

This was after I had illed at least 15 armies already.
The armies were only 1 general, almost killed (6/7 units left). The clearing up was easy and gave my general and army quite some experience.

After some time, I cleared the entire island and the Runtime Error was gone. I continued my campaign without any problems afterwards.
Only thing that I have to do is to continue searching and killing the Roman Separatists so this will not happen again and because those bastards deserve to die after almost ruining my campaign.
An idea a friend of mine had was the following:
The Theme of Sicily has Palma yet the Public Order is rubbish and rebellion keeps on going. Silicy appoints a governor for this region and multiple civil wars happen on this island, creating a new army with a general each time it happens. After so many turns, the game just could not handle the amount of generals/raiding armies on the small island, making the game crash.
This was my situation and story, hopefully it helps somebody with the same problem!
Even worse, everytime I try to enable or disable mods on the manager, the launcher would crash. ♥♥♥♥ this, I am going back to Shogun 2!
