How to reform the western roman empire?

The Western Roman Empire? You can't.
The Restored Roman Empire? You need Legacy of Rome, a couple dozen scattered duchies, a couple hundred boatloads of prestige, and some other things I can't remember offhand.

EDIT: Wait a minute here, I thought these were the CKII forums :|
I actually have no idea how in this game, and I'm assuming you're referring to the Last Roman DLC.

I'm still downloading the expansion but I'll be looking into this once it's installed.

i found how to do this all you need to do is conquer 20 settlements and then you will get a empire option in diplomacy section

not anything I Noticed I did it it late game with 70 provinces captured so I don't really know if alot changed but It could of

So the name didn't change? You were still called Kingdom of Rome?

No I was called the wetsern roman empire but with the same emblem

Yep, I was playing as the Franks and when I reformed my name changed but not my flag. So it kind of felt underwhelming, it changed nothing at all (other than the name in diplomacy).

How and when did it change? I got an event message saying "now is the perfect time to restore ..... No better time and no better leader" and all that, then I got the "join empire" option in the diplomacy section, but I am still called Kingdom of Rome. Do I have to actively do something to reform it? Because I see no option to do anything! Would appreciate some help.

You have to acually use that option with another faction and they have to accpet
