Empire's review system wasn't abused with negative spam during a free weekend.
Then take Empire's metascore being higher, everything round that time and before was higher meta rating than they are today.

The DLC for Attila is pretty damn good overall and yet it's received more hate for it's DLC than most other TWs. The factions for Attila are more interesting and unique than Shogun 2 factions but when Shogun 2 came out, the anti-DLC crusade hadn't gained as much steam yet.
They could rework the first 2 DLC ( add Quest and special building for nordic factions) and rework the diplomatic stuff as free LC. I agree that the last 2 DLC were worth it tho last roman map and units were awesome and so are the sand kingdom with the new religion, mari dam etc.
I loved Empire, but I think with the european factions after a while you just found yourself playing the same conflicts in pretty much the same way for all the factions, the British and French in North America, the Prussia/Austria/Poland/Russia wars in the east, especially considering the AI effectively considered any war as a war to the finish and refused to make peace no matter how much you beat them.
Empire Total War may be a reasonable game now, and with the advantage of community mods it could even be said to be good. But at release it was a disaster, I've been playing total war games since the first shogun way back and empire was the only one i ever returned for a refund (Pre-Ordered Box set). I did eventually buy it after much patching and repair but even then the A.I could not seem to figure out what to do with the different regions in the world.
Don't get me wrong i really enjoy Empire now, but it is very different to what it was then. I also think the World map regions were a great idea and i'd like to see them back at some stage, though with an A.I that understands how to use them.
As for Shogun 2 that release was much better, the game actually functioned and was easily enjoyable, but remember that was after the lessons learned from the Napoleon Re-Do. I too am really fascinated by early Japan, but it is simpler as there is not much diversity between factions or in Battlefields.
Lastly as For Rome 2 and Attila, well Rome 2, as all here likely remember was a huge mess when first released and was only fixed with release of emperor edition, Thank you to C.A for the free upgrade as i Pre-ordered that one too :-). So personally i think alot of the anti Attila retoric is from dissapointed and angry Rome 2 players, Attila when released had some bugs sure, but it was playable and enjoyable from the get go. Sure there is still alot of room for improvement but by comparison to to the Empire release, or the Rome 2 release it has been good.
Also one last thing of note as stated above alot of bad reviews cam during the free weekend, and alot of negative topics in the forums, especially early on were by people who didn't even own Attila.
Attila is a decent game. Shot down by the public due to the developer's marketing choices.
Empire is worth nothing. Attila was worth the sale price.
Though some computers that should be able to run it, can't run it.
Shame, really. This thing attracted haters like flies to sh___.

Napoleon cut huge amounts of content but also got rid of the associated bugs. however, it was at the cost of things that i view as essential- things like the fire by rank research. in napoleon, legitimately one of the best strategies is to get a full army of basic musket troops and stretch them across the map in a single thickness line. Empire has much more depth to it, and now that it's bugs are basically under control, it's a good game. that, and the DLC sh*tstorm that came with it is being ignored now, because most of the people got that DLC bundled in with the game in some deal or other.
Attila, on the other hand, is a fixed version of Rome 2. It's a great game, but it has a few drawbacks.
I'm on top of internal faction politics now, but it just seemed like busywork to me when i first started the game, and it felt downright unnecessary. And then, there was the DLC. and now cheap power-buying DLC like empire had, no no. you want to play as the viking forefathers? well, they're going to be in any version of the game you play, but you have to pay an extra 20% to play as them. That's content that's already in the game, and people strongly object to that, and they factor that into their reviews.
Attila is a great game but has been horribly marred by its business model, and THAT is why its bad reveiws are not even as good as the now-fixed Empire's.
