I have a 60Hz 1080p 32" TV. I have done adaptive with 60FPS and NVidia LATENCY=ULTRA. This assumes a very fast GPU (4090 here). I just tested today and 28 FPS is about 35% GPU utilization for me.
Stress testing in custom with MAX graphics with 4v4 ultra armies; the biggest drop I get is to 28/60 with totally acceptable mouse input. In a real campaign, I don't see how such battles could arise. I think the most you can get is a 2v2, since the game feeds units on to the field capped at 40 units; not 80.
You should see if you can get overlay of some stats like GPU util and VRAM. Stuttering can happen when you lack VRAM and models keep being swapped in and out of VRAM. I understand running graphic overhauls of units and terrain will entail larger models than the base game.
For me, the game is CPU bound, and FPS is proportional to unit size and number units actively engaged (as it is calculating rolls and hits; and determining animations).
