If you don't be a freak for ultra high super duper HDD you can even take a GTX 570 (~70€) as me and run gently 60FPS by setting mid grafikdetails.
BTW mostly its NOT the grafikcard its the CPU wich make troubles as you told us.
My current CPU is HyperX Fury DDR4 2133MHz 8GB kit, is it too weak?

And mine work as i told you with the GTX570 on Windows 10 and mid grafik setting without any troubles.
Only thing is i've 16GB of RAM to your 8GB.
You are sure you have the latest drivers? Beside this, RADEON cards are, as HexCaliber told you, famous for having troubles, but i never had one on my own its just hearsay.
