Roman units should be stronger by default
The Roman empires have low income for large empires, which is why when you play as them, you need to deal with civil and military stuff.
BUT Roman units such as cohors get beaten by Barbarians units simple as gothic warbands!
I know that the empires were in garbage states and that the barbarians had better equipment,
but as a counter for bad economies the roman units should be able to take on 2-3 barbarian units at once by default!
I know there are mods that fix this but i guess it's to have an easy time when playing as barbarian factions against the romans

Yes and no. Historically the late Roman army was as strong during that time perior as it ever was beffore, barbarias were not better equiped, not at all.

What mostly affected the empire and the biggest cause of its decadence was civil unrest, civil wars, corruption and lack of good leadership.

I agree on the part of roman units being a bit stronger by deffault, however being able to take on 2 - 3 enemy units easelly? Nah, that is going too far.....

I agree with you to. I've lost so many battles against light barbarian units while holding my line and trying to attack from behind. My men just die to fast.

You are talking about the West though. In the East, I have more gold than I can spend, and nothing beats the Eastern Armored Legios. WRE isn't too bad if you contract your empire and play defensively at first, and don't forget your civil tree while you are upgrading military tech.

Playing the ERE, I'm barely making ~2k gold per turn by 410 AD or so, which is usually about the time the Sassanids start burning my ♥♥♥♥ with their massive vassal doomstacks of doomy doom, with added doom in the form of their doomful agents of doom.

Starting Roman units are garbage, you ned the millitary tech to upgrade them to the tier 2-3 versions. You Should have enough gold to buy the paticular techs.

Even the legio comitantenses are still too ♥♥♥♥ imo. They are supposed to be very heavy infantry, but can barely tank levy type units. The spear units seem to do a better job like western auxillia palatina minimum. The elite palatina are devastating if you can get a side or rear charge, but too squishy to hold a battle line.

I can't find a use for legio type units anywhere and it's supposed to be their bread and butter unit.
