What mostly affected the empire and the biggest cause of its decadence was civil unrest, civil wars, corruption and lack of good leadership.
I agree on the part of roman units being a bit stronger by deffault, however being able to take on 2 - 3 enemy units easelly? Nah, that is going too far.....

EXACTLY
Even the legio comitantenses are still too ♥♥♥♥ imo. They are supposed to be very heavy infantry, but can barely tank levy type units. The spear units seem to do a better job like western auxillia palatina minimum. The elite palatina are devastating if you can get a side or rear charge, but too squishy to hold a battle line.
I can't find a use for legio type units anywhere and it's supposed to be their bread and butter unit.
